Biographical Background

       Mr. Brown is currently Senior Counsel for Sustainable Development for the Commonwealth of Pennsylvania, Department of Environmental Protection where he has responsibility for counseling Pennsylvania on the development of sustainable development programs, that is programs that integrate economic, environmental, and social considerations.

       Before holding this position, Mr. Brown was Project Manager for United Nations Organizations within the United States Environmental Protection Agency's (US EPA) Office of International Environmental Policy. In this capacity he acted as the liaison between the United Nations and EPA on international environmental issues. His major responsibilities included the development of policy and the representation of EPA on issues that arise in the United Nations Environment Programme (UNEP), the United Nations Development Program(UNDP), and the United Nations Commission on Sustainable Development(UNCSD). From 1995 until 1998, Mr. Brown represented US EPA on eight United States delegations to United Nations meetings which have negotiated, among other issues, agreements relating to the world’s freshwater problems, biodiveristy and forest loss, climate change, ocean degradation, and international hazardous and nuclear waste problems. Mr. Brown also represented US EPA in the negotiation of the Biodiversity Treaty. In addition Mr. Brown has served in a number of senior positions with Pennsylvania and New Jersey environmental programs, worked as an engineer and taught philosophy, environmental law, and sustainable development at a number of universities.

       Mr. Brown received a B.S in Commerce and Engineering Sciences from Drexel University, a Juris Doctor from Seton Hall University School of Law, a MA in liberal studies majoring in philosophy and art from the New School for Social Research. Mr Brown also took coursed toward a PhD in philosophy at the New School for Social Research.

       Mr Brown is particularly interested and has written and lectured extensively on the relations between environmental ethics, science, law and economics. Among other publications, he most recently coedited a book (with John Lemons) published by Kluwer Academic Press entitled: Sustainable Development, Ethics, Science, and Public Policy (1995), and most recently he has returned from observing the Conference of Parties - 6 (COP-6) meetings of the United Nations Framework Convention on Climate Change (UN FCCC) in the Hague. He is currently completing a manuscript with the provisional title: American Shame: The Extraordinary Ethical Failure of the United States To Deal with Global Warming.
